Information for Family members whose relatives and friends are detained in custody on a territory of Foreign States or in the territory of Self-proclaimed Entities

The Global Citizens’ comment on the model of the International Mediation Mission in Moscow as part of the international civic initiative “We’ll Bring Them Home Alive” implemented by the Global Citizens, announced on September 11, 2021, the 20th anniversary of the series of terrorist attacks on the United States

The International Mediation Mission in Moscow.

The deployment of the International Mediation Mission is carried out within the framework of the International Civic Initiative “We’ll Bring Them Home Alive,” implemented by the Global Citizens International Movement, which an announced-on September 11, 2021, the 20th anniversary of a series of terrorist attacks on the United States.

Due to the critical political situation in the world, on May 3, 2022, Global Citizens International Movement revised the categories of persons who can be included in the International Mediation Mission. The Movement made a Statement (S-05/03/2022) to that effect.

We have observed with concern an alarming increase in the number of citizens of the United States, the United Kingdom, Ukraine, Russia, and other nations in custody on the territory of foreign states or the territories of self-declared entities.

We do not allow and reject any attempts to politicize the Initiative and give political color to the dialogue about its support from the international community.

The only party in whose interest the International Civic Initiative “We’ll Bring Them Home Alive” – is being implemented is the PEOPLE in custody on the territory of foreign States or the territories of self-declared entities. The suffering they go through is unimaginable. The moments of laughter, joy, and hope that they and their families have lost are irretrievable.

We must pay tribute to their tireless families, who exhibit extraordinary strength, resilience, and courage in the face of an unimaginable ordeal.

We also call on the mothers (Family members) of persons in custody on the territory of foreign States or the territories of self-declared entities to join the International Civic Initiative “We’ll Bring Them Home Alive.”

We must not stop until the detainees abroad are in the loving arms of their family and friends, and we will succeed, no matter how difficult this path may seem today.

The International Mediation Mission has the following tasks:

a) Taking appropriate efforts to prevent or postpone the execution of executions imposed on Foreign Nationals in the territory of Self-Proclaimed Entities:

• Aiden Aslin, a British national
• Shaun Pinner, a British national
• Saadoun Brahim, a Moroccan national

b) Taking appropriate efforts to prevent or postpone the execution of executions imposed on Foreign Nationals in the territory of Self-Proclaimed Entities, regardless of the causes and circumstances of the events that led to the emergence of the present situation.

(c) Developing proposals aimed at achieving an acceptable algorithm for National Governments and key stakeholders that will allow citizens of the United States detained in custody on a territory of the Russian Federation or in the territory of Self-Proclaimed Entities, regardless of the causes and circumstances of the events that led to the emergence of the present situation, return home to their families, as part of the International Civic Initiative “We’ll Bring Them Home Alive.”

d) Developing proposals aimed at achieving an acceptable algorithm for National Governments and key stakeholders that will allow citizens of the Russian Federation detained in custody on a territory of the United States or in the territory of third-country at the requests of U.S. competent authorities, regardless of the causes and circumstances of the events that led to the emergence of the present situation, return home to their families, as part of the International Civic Initiative “We’ll Bring Them Home Alive.”

e) Developing proposals aimed at achieving an acceptable algorithm for National Governments and key stakeholders that will allow citizens of the United Kingdom of Great Britain and Northern Ireland, detained in custody on a territory of the Russian Federation or in the territory of Self-Proclaimed Entities, regardless of the causes and circumstances of the events that led to the emergence of the present situation, return home to their families, as part of the International Civic Initiative “We’ll Bring Them Home Alive.”

f) Developing proposals aimed at achieving an acceptable algorithm for National Governments and key stakeholders that will allow citizens of the Foreign States detained in custody on the territory of the Russian Federation or the territory of other Foreign States, as well as in the territory of Self-Proclaimed Entities, regardless of the causes and circumstances of the events that led to the emergence of the present situation,  return home to their families, as part of the International Civic Initiative “We’ll Bring Them Home Alive.” Provided that Family members, persons detained in custody on the territory of the Russian Federation, as well as in the territory of Self-Proclaimed Entities or the territory of other Foreign States are present in the International Mediation Mission.

Following consultations with the media, human rights advocates, and people of good will, and taking into account the politically unbiased format of the International Civic Initiative “We’ll Bring Them Home Alive,”  the following categories of individuals were agreed upon for inclusion in the International Mediation Mission:

  • Mothers (Family members) from foreign States, whose relatives and friends are citizens of foreign States and who are detained in custody on the territory of a Russian Federation or territories of self-proclaimed entities.
  • Mothers (Family members) from the Russian Federation, whose relatives and friends are citizens of Russia and who are detained in custody on the territory of the United States or the territories of third-country territories at the requests of U.S. Competent Authorities.
  • Mothers (Family members) from foreign States, whose relatives and friends are citizens of foreign States and who are detained in custody on a territory of the United States or the territory of other foreign States.
  • Human Rights Defenders of Global Citizens International Movement, from foreign States.

The International Mediation Mission may also include persons who were previously detained in custody on the territory of a foreign State, outside their country of origin, as well as their mothers or family members.

A collective member of the International Mediation Mission may also be Mothers (Family members) who will represent the interests of a group of Mothers (Family members) from one foreign state, whose relatives and friends are foreign citizens and are detained in custody on the territory of another foreign state or in the territory of self-proclaimed entities.

The decision to include a collective member of the Mission in the International Mediation Mission is taken by the Global Citizens International Movement.

The International Mediation Mission is headed by a representative (Human Rights Defender) of the Global Citizens International Movement, which has taken the initiative to establish an International Mediation Mission.
